Participation in the market is open to parties that:
- have adequate professional qualifications and are proficient in the use of Information
Technology (IT) or Information Communication Technology (ICT) systems and related
security systems or that have employees or assistants meeting the above professional
and proficiency requirements;
- have not been convicted (with final judgement or with a judgement inflicting the
penalty at the request of the parties) of agiotage, violation of the privacy of
IT or ICT communications or computer fraud;
- have not been previously excluded from the Energy Efficiency Certificates Market.
For admission to the Market, applicants should:
1. submit a Market Participation Application (in the format enclosed
to the “Rules of Operation of the Energy Efficiency Certificates Market”)
to GME, enclosing documentation certifying that they qualify under the above requirements.
If the applicant is a legal entity, the Declarations of no Criminal Conviction should
be submitted by its owner, legal representative (or duly authorised person) and
by its Board Members, Governing Director/Chief Executive Officer or persons holding
equivalent posts;
2. submit a “Market Participation Agreement” (in the format enclosed
to the “Rules of Operation of the Energy Efficiency Certificates Market”)
in two originals; each page of the Agreement should be signed by the legal representative
of the applicant.
Within 15 days from the date of submission of the Application, if applicants meet
the specified requirements, they will be admitted to the market and acquire the
status of Market Participants. Market Participants are
entered into a “Register of Market Participants”, which is administered by GME in
compliance with personal data privacy legislation.
Section II of the “Rules of Operation of the Energy Efficiency Certificates Market”
provides useful information on how to complete the Application and the Agreement
and on the documentation to be enclosed thereto.
