Under the Decrees of 20 July 2004 issued by the Ministry of Productive Activities
in consultation with the Minister of Environment and Land Protection, GME shall
issue Energy Efficiency Certificates (TEE) starting with the savings achieved in
the year 2005. The TEE are granted to all electricity and gas distributors and to
their controlled companies, as well as to companies operating in the sector of energy
services (ESCOs). The TEE are issued on the basis of the savings achieved by distributors
or ESCOs that AEEG (Autorità per l’Energia Elettrica e il Gas – electricity &
gas regulator) has notified to GME.
To fulfil this responsibility, GME organises and manages the Register of Energy
Efficiency Certificates (TEE Register). Parties wishing to be entered into the TEE
Register are required to fill in the appropriate
form, by completing the steps indicated in the Register of Energy Efficiency
Certificates User Guide. At the
end of the process, the Participant may display the application for registration
with the TEE Register and print it.
The application form must be completed with place, date and signature of the legal
representative of the company and sent, together with a Declaration of Powers of Representation (to be made in compliance with Decree of the President of the
Republic 445/00), to the following address of GME: Gestione Mercati per l’Ambiente,
Gestore dei Mercati Energetici SpA, Largo Giuseppe Tartini, 3/4 – 00198 Rome.
After receiving the application for registration with the TEE Register, GME will
check whether the entered data are formally correct and send
a letter to the Contact Person specified in the application form, confirming
registration with the Register.
To each Market Participant entered into the Register, GME assigns one ownership
account, a kind of “electronic portfolio” where GME enters the number of TEE that
each Participant owns. At any time and in real time, Participants may access the
Register to view the status of their TEE portfolio: i) checking the number of TEE
(of the three types) contained in their ownership accounts; and ii) displaying historical
data of all the movements occurred in the same accounts (issue, purchase, sale,
redemption, etc.).
Participants may directly enter their bilateral TEE transactions into the Register.
The registration of bilateral contracts and transactions takes place in accordance
with AEEG's Decision no. 345/07 of 28 December 2007. Access by
login and password ensures the confidentiality and security of the data stored in
the Register.
