TEE register - how to participate
Under the Decrees of 20 July 2004 (Ministerial Decree of 20 Jul. 2004 on electricity and Ministerial Decree of 20 Jul. 2004 on gas, as subsequently amended and supplemented), adopted by the Ministry of Productive Activities in consultation with the Minister of Environment and Land Protection, GME shall issue Energy Efficiency Certificates (TEE) granted to : i) the parties referred to in art. 7, para. 1 of Ministerial Decree Dec. 28, 2012; ii) the parties referred to in art. 5, para. 1 of Ministerial Decree of Jan. 11, 2017; iii) owners or holders of high-efficiency combined heat & power (or cogeneration) plants (CAR), as per Ministerial Decree of Sep. 5, 2011.
TEE are issued on the basis of the achieved energy savings that Gestore dei Servizi Energetici – S.p.A. (GSE) reports to GME in compliance with Ministerial Decree Sep. 5, 2011, Dec. 28, 2012 and Jan. 11, 2017.
To fulfil this responsibility, GME organises and manages the Register of Energy Efficiency Certificates (TEE Register – hereinafter: “Register”). Parties wishing to participate in the TEE Register are required to fill in the appropriate form, by completing the steps indicated in the Register of Energy Efficiency Certificates User Guide. At the end of the process, the applicant may display and print the TEE Register participation application.
The application form must be completed with place, date and signature of the legal representative of the company and sent, together with a Declaration of Powers of Representation (to be made in compliance with Decree of the President of the Republic 445/00), to the following address: Trading Room Gestore dei Mercati Energetici SpA, Viale Maresciallo Pilsudski, 122/124 – 00197 Rome - Italy.
 
If the application is submitted by an individual/legal person not holding a VAT number, it must be accompanied by a Release of Liability Statement (downloadable at the end of the registration process or from the “Forms” section of the TEE Register).
 
After receiving the TEE Register participation application, GME will check whether the entered data are formally correct and send a letter to the contact person specified in the application form, confirming enrolment into the Register.

To each Market Participant entered into the Register, GME assigns one ownership account, a kind of “electronic portfolio” showing the number of TEE that each Participant holds. At any time and in real time, Participants may access the Register to view the status of their TEE portfolio: checking the number of TEE issued in the favour of the account owner and the number of TEE on the account and displaying historical data of all the movements occurred in the same accounts (issue, purchase, sale, cancellation, etc.).

Moreover, Participants may directly enter their OTC transactions of TEE into the Register. The registration of OTC contracts and transactions takes place in accordance with AEEG's Decision 345/07 of 28 Dec. 2007. Access by login and password ensures the confidentiality and security of the data stored in the Register.

All the documents must be submitted in the Italian language.
