On a yearly basis, Gestore dei Mercati Energetici SpA (GME) determines the extent
of the fees to be charged to Electricity Market Participants for the services that
it provides to them. The fees are posted on GME’s website together with the parameters
used for their determination (under art. 7, para. 7.3, Integrated Text of the Electricity
Market Rules).
The fees for 2012 and the parameters for their determination are reported
hereunder.
Extent of the Fees
The fees referred to in art. 7, para. 7.1 of the Integrated Text of the Electricity
Market Rules are as follows:
for the Electricity Market (MPE, MTE and CDE)
access fee (on a one-time basis): € 7,500.00;
yearly fixed fee: € 10,000.00;
for the MPE
regressive variable fee defined as follows:
- initial exemption on the first 0.02 TWh of monthly traded electricity;
- fee of 0.04 €/MWh for monthly traded electricity volumes exceeding the threshold
of 0.02 TWh up to a maximum of 1 TWh;
- fee of 0.03 €/MWh for monthly traded electricity volumes exceeding the 1-TWh threshold
up to a maximum of 10 TWh;
- fee of 0.02 €/MWh for monthly traded electricity volumes exceeding 10 TWh.
for the MTE
variable fee of 0.01 € per MWh traded
for the CDE
variable fee of 0.045 € per MWh registered.
Parameters for determining the extent of the fees
For determining the fees, reference was made to three parameters:
efficiency, neutrality and cost reflection. These parameters were appropriately
weighted between them so as to ensure the operating and financial equilibrium of
GME.
Under the efficiency parameter, the fixed fees are kept low so as to minimise
the gap between the fixed costs incurred by operators participating in GME’s regulated
Electricity Market and those arising from bilateral trading.
Under the neutrality parameter, the regressive variable fees are determined
on the basis of the volumes of traded electricity, so as to provide significant
advantages in terms of cost reduction without discriminating between operators.
Under the cost reflection parameter, the structure of the
fees is correlated with the costs incurred by GME.
