The Decree issued by the Ministry of Economic Development in consultation with the Ministry of Environment,
Land and Sea Protection on 21 December 2007 (Ministerial Decree of 21 Dec. 2007 amending and
supplementing the previous Ministerial Decree of 20 Jul. 2004 on electricity and Ministerial Decree of 20 Jul. 2004 on gas) specifies the national quantitative targets of energy efficiency enhancement that electricity distributors and natural gas distributors are held to achieve.
The Ministerial Decree of 21 Dec. 2007 provides that, for the years following 2007, the parties subject to the energy efficiency obligation are distributors with over 50,000 final customers connected to their distribution grids as of 31 December of the two years preceding each obligation.
In its Decisions no. 103/03 of 18 September 2003, no. 200/04 of 11 November 2004 and no. 70/05 of 20 April 2005, AEEG (Electricity & Gas Regulator) gave guidelines on preparation, implementation and assessment of the projects referred to in articles 5 of the Ministerial Decrees of 20 Jul. 2004 and defined criteria and modalities for issuing Energy Efficiency Certificates (Italian acronym TEE).
GME organises the Energy Efficiency Certificates Market and has already drafted its rules of operation jointly with AEEG (AEEG's Decision no. 67 of 14 Apr. 2005).
