PARTICIPATION
All the parties subject to the reporting obligation referred to in article 21, para. 2 of Legislative Decree of 31 December 2012, no. 249 and referred to in
Article 2, paragraph 1, of Ministerial Decree of 5 July 2017, no.17433 (hereafter “obliged parties”) are required to participate in the PDC-oil.
As specified by the Ministry of Economic Development in its notice of 1 July 2013 and notice of 19 February 2018, the reporting obligation falls on the owner of the facility or, if the facility has been leased, only on the lessee.
For participating in the PDC-oil, obliged parties must access the PDC-oil and complete the registration procedure described in the
PDC-Oil Participants’ Guide.
At the end of the registration procedure, the applicant may view, save and print the application for participation in the PDC-oil. The application, once completed ,
shall be signed by the legal representative and delivered - together with the declaration certifying the powers of representation and the copy of a valid identity document of the
legal representative - to Gestore dei Mercati Energetici S.p.A., Viale Maresciallo Pilsudski, 122/124, 00197 Rome, Italy. The full application and enclosed documents may be sent in advance
by fax to + 39-06-80124524.
GME will verify the application and the enclosed documents and, if the verification of such application has a positive outcome, it will confirm to the applicant that he/she/it has
been admitted to the PDC-oil. Upon admission, the applicant will acquire the status of participant.
The PDC-Oil Participants’ Guide provides details on the procedure to be followed for participation in the PDC-oil.
USERS’ REGISTRATION
After completing the registration procedure with the PDC-oil, each user specified in the application for participation will receive a user id and a password to access the
information system, under the procedure described in the PDC-Oil Participants’ Guide.
To revoke, add or change users’ authorisations to access the PDC-oil, the participant must send a written application, signed by his/her/its legal representative,
to Gestore dei Mercati Energetici S.p.A., Viale Maresciallo Pilsudski, 122/124, 00197 Rome, Italy.
The application must have the format of the “Application for Managing PDC-Oil Users’ Authorisations” form available in this section.
The PDC-Oil Participants’ Guide details on the procedure to be followed for registering users.
