Further to its communication of 3 April 2024, GME informs Market Participants that, as of today, the new version of Technical Rule no. 05 MLF will enter into force. The Technical Rule contains an updated list of Distribution System Operators (DSOs) admitted to the MLF. The new version of the Technical Rule fully replaces the previous version published on GME’s website.

In this regard, GME points out that, for procuring flexibility services in the initial stage of operation of its MindFlex pilot project, the DSO Unareti S.p.A. asked to have recourse exclusively to the local forward flexibility market (MLT-Flex). Consequently:

• the services made available by Balance Service Providers (BSPs) to the DSO on the MLT-Flex will be provided without recourse to the local spot flexibility market (MLP-Flex), in accordance with the procedures established by Unareti S.p.A. (Unareti regulation);
• to enable GME, as central counterparty in the trades, to carry out its procedures of invoicing and settlement of payments, Unareti S.p.A. will notify GME of both the availability actually provided by each BSP, and the quantities of energy actually delivered by BSPs;
• Market Participants will not be required to present financial guarantees to cover the exposure arising from their trades in the MLF.

All parties who/which have completed the procedure of admission to the market with GME and have obtained from Areti S.p.A the qualification as BSPs (parties enabled to offer flexibility services for the distributed resources that they manage) may provide the DSO Unareti S.p.A. with local ancillary services over long timeframes.

As regards the procedure of admission to the MLF, interested parties must submit to GME a participation application, a market agreement and the documents to be enclosed thereto as set forth in the MLF Regulations and in Technical Rule no. 1 MLF.

Access to the MLF information system will take place through a system of personal identification of parties authorised to access the market platform on behalf of the Participant (user) through a User ID and a Password assigned by GME after successful completion of the MLF admission procedure.
