biofuels CIC - about

As part of the promotion of the use of biofuels in transport, starting from 2006, the entities providing petrol and diesel fuel for consumption, produced from non-renewable primary sources and intended for road transport, are obliged to introduce a minimum share of biofuels and other specific renewable fuels for consumption in Italy.

Obliged parties may fulfill their obligation, in whole or in part, also through the purchase of the equivalent share of "Certificates of Release to Consumption of Biofuels (CIC)", provided in favor of parties releasing biofuels for consumption, introduced into the national system by the Ministerial Decree no.110 of 29 April 2008.

The responsibilities for releasing these certificates and for compliance checks are currently under the Ministry of Economic Development which, for the exercise of operational and management competences, relies on Gestore dei Servizi Energetici - GSE S.p.A.

By Ministerial Decree of 10 October 2014, as subsequently amended and integrated by Ministerial Decree of 2 March 2018 (Biomethane Decree) the conditions and criteria for fulfilling the obligation, as well as those for the granting of CICs, have been updated, including, inter alia:

  • the granting of a number of certificates differentiated on the basis of the type of biofuel released to consumption;
  • among the beneficiaries of the certificates, in addition to the parties subject to the obligation of release to consumption, also producers of biomethane, advanced biomethane or advanced biofuels other than biomethane;
  • that the trading of the CICs may take place, as well as on the BIOCAR IT portal, also in the context of a special trading point organized by GME

There are three types of CIC tradable on the regulated market of GME, called Market for certificates of release to consumption of biofuels (MCIC):

1. “CIC biofuels”, class indicating the certificates issued for release to consumption of biofuels, including biomethane, produced from raw materials not listed in part A of Annex 1, part 2-bis of the legislative decree 3 March 2011, number 28;
2. “CICAV advanced biomethane”, class indicating the certificates issued for the release to consumption of biomethane produced from the raw materials listed in part A of Annex 1, part 2-bis of the legislative decree of 3 March 2011, number 28;
3. “CICBMTAV other advanced biofuels”, class indicating the certificates issued for the release to consumption of advanced biofuels, other than biomethane, produced from the raw materials listed in part A of Annex 1, part 2-bis of the legislative decree of 3 March 2011, number 28.

The CIC market regulated by GME guarantees liquidity, transparency (prices generating on the market will be public and accessible to all) and security (GME operates on the market as CENTRAL COUNTERPARTY and guarantees the successful completion of operations).
