MLF – Local Flexibility Services for the DSO UNARETI: start of blank tests on the features of the MLF
Further to its communication of 12 May 2025, GME announces that it will hold blank tests to enable parties interested in providing the DSO Unareti S.p.A. with local flexibility services to test the features of the Local Flexibility Market (MLF). The test sessions will take place according to the following procedure and timetable.
Days and hours of the tests
The blank tests will be held on 20 May 2025 on GME’s test platform, available at https://prove-mindflex.ipex.it, according to the following timetable:
- Sitting for submission of bids/offers: from 10:00 to 15:00;
- Determination and notification of results to market participants: within 16:00.
The test sessions may be attended by all the BSPs that have been admitted to trading in GME’s MLF and that have also obtained the appropriate qualification from UNARETI S.p.A. These BSPs may access the platform by using the credentials already received during the previous test session. New credentials and information about the test sessions may be requested by writing to: carlo.fontecedro@mercatoelettrico.org.
BSPs that have not yet been admitted to trading in GME’s MLF, or have not yet obtained the appropriate qualification from Unareti S.p.A., but are interested in taking part in the tests, may send an appropriate request to GME at the following e-mail address: carlo.fontecedro@mercatoelettrico.org
Additional details about the tests will be available on the test platform.
Transactions carried out during the blank tests will not be binding and will not give rise to any obligation.

Local Flexibility Market (MLF) session 26 May 2025: notification under article 23, para.23.2 of the MLF regulations
Having received a request of activation of a trading session of the MLT-Flex from the DSO Unareti S.p.A., GME informs Market Participants, under art. 23, para. 23.2 of the MLF Regulations, that:
- the trading session will be held on 26/05/2025;
- the preliminary information about the MLT-Flex session, necessary for carrying out the trades, will be made available in the MLF information system on 12/05/2025;
- the sitting for submission of offers will be opened at 10:00 on 26/05/2025;
- the sitting for submission of offers will be closed at 15:00 on 26/05/2025;
- the preliminary results of the session will be communicated and published in the MLF information system within 14:00 on 27/05/2025;
- the final results of the session, after the technical validation of offers by the DSO, will be communicated and published within 12:00 on 30/05/2025.

- the preliminary information about the MLT-Flex session, necessary for carrying out the trades, will be made available in the MLF information system on 29/05/2025;
- the sitting for submission of offers will be opened at 09:00 on 30/05/2025;
- the sitting for submission of offers will be closed at 15:30 on 30/05/2025;
- the preliminary results of the session will be communicated and published in the MLF information system within 16:00 on 30/05/2025;
- the final results of the session, after the technical validation of offers by the DSO, will be communicated and published within 17:00 on 30/05/2025.

Having received a request of activation of a trading session of the MLT-Flex from the DSO Areti S.p.A., GME informs Market Participants, under art. 23, para. 23.2 of the MLF Regulations, that:
- the trading session will be held on 29/05/2025;
- the preliminary information about the MLT-Flex session, necessary for carrying out the trades, will be made available in the MLF information system on 28/05/2025;
- the sitting for submission of offers will be opened at 09:00 on 29/05/2025;
- the sitting for submission of offers will be closed at 15:30 on 29/05/2025;
- the preliminary results of the session will be communicated and published in the MLF information system within 16:00 on 29/05/2025;
- the final results of the session, after the technical validation of offers by the DSO, will be communicated and published within 17:00 on 29/05/2025.
15-minute MTU in the MGP: updating of formats and example files
Further to its communication of 14 February 2025, GME informs market participants that it has published, solely for informational purposes, a new version of the document “New XSD format for block and 15-min bids/offers”, in the TIDE section of its website. The second part of the document (“Stage 2”) describes the changes made in view of the introduction of the 15-min MTU into the MGP. The document also shows the updated XSD formats and the related XML example files for the publication of the results of the MGP after the introduction of 15-min MTUs.
GME’s position on 15-minute MTU in SDAC
With reference to the expected go-live of 15 min in SDAC, the following events occurred in the past months/weeks supported by unanimous decisions by all NEMOs and all TSOs, via MCSC decision:
- on 14.02 all NEMOs and TSOs announced during the MCCG meeting that the 15 min Go-live Date will take place on the 11th of June 2025 subject to a MCSC decision on “go-no go” that will be taken within May 2025;
- on 02.04 all NEMOs and TSOs confirmed, via unanimous MCSC decision, to start testing with market participants after assessing all available information and considering the concerns expressed by certain parties during the meeting;
- on 07.04 the testing phase with market participants was launched.
It is worth highlighting that the 20% of testing sessions ended in full decoupling is due to internal testing issues of certain parties in the first stage of the testing phase. Such issues, therefore, are not due to the reliability of the relevant MCO systems and procedures supporting 15 min products testing activities. Moreover, despite 15 min MTU constitute a significant challenge for MCO systems, all performance tests of the matching algorithm (Euphemia) have positively been completed showing quality of the results and the computational timings (i.e. “time to first solutions”) fulfil the criteria set in the master test plan. Last but not least, GME considers that any reference to IDAs scenario is completely misleading and inappropriate since all IDAs decouplings have been caused by local issues and the time allocated to IDA execution is less than the 25% of the overall time available for SDAC.
Based on the above considerations the full commitment to respect the obligations originally agreed by all NEMOs and all TSOs must be confirmed both with regard to the timeline of the testing with market participants and the Go-Live Date of 15 min MTU. Therefore, any deviation from the agreed timeline must be considered individual responsibility of the deviating entity.
ELECTRICITY MARKET - 15-minute MTU in the MGP: start of blank tests
Further to its communication of 14 February 2025, GME is hereby providing the timetable of blank tests, which will involve GME, TERNA and market participants, in view of the go-live of products with a 15-minute Market Time Unit (MTU) in the Day-Ahead Market/Single Day-Ahead Coupling on the trading day of 11 June 2025 (delivery on 12 June). The test sessions will enable participants to test products with a market time interval of 15 and 30 minutes, in addition to the already available products with a market time interval of 60 minutes.
Planning of testing activities - general information
Testing activities will take place in the period from 31 March to 5 June. The digital platforms of GME, involved in the tests, will be: PCE, IPEX, and LTS. The detailed programme of activities will be communicated through an appropriate notice on the above-mentioned platforms. Phone scams
Following some reports received by telephone and email to Gestore dei Mercati Energetici S.p.A. ("GME"), it seems that these telephone calls are made by a supposed "GME Office" and/or so-called GME operators, regarding proposals to change the electricity and/or gas supplier due to increases in cost of energy, not properly specified, or problems in the current supply, which were followed, in some cases, by emails with similar content.
It should be remembered that GME is completely unrelated to the event mentioned above. We would like to clearly state that we do not provide, in any way, commercial services such as those described above. Furthermore, we do not use communication methods with our clients such as those outlined above.
When in doubt, we always suggest to make sure of the above by contacting your current electricity and/or gas supplier according to the contact methods made available by the same. In any case, we suggest to avoid any possible follow up about proposals such as those highlighted above, in order not to face any unpleasant inconveniences.
