GME’s position on 15-minute MTU in SDAC


With reference to the expected go-live of 15 min in SDAC, the following events occurred in the past months/weeks supported by unanimous decisions by all NEMOs and all TSOs, via MCSC decision:

  1. on 14.02 all NEMOs and TSOs announced during the MCCG meeting that the 15 min Go-live Date will take place on the 11th of June 2025 subject to a MCSC decision on “go-no go” that will be taken within May 2025;
  2. on 02.04 all NEMOs and TSOs confirmed, via unanimous MCSC decision, to start testing with market participants after assessing all available information and considering the concerns expressed by certain parties during the meeting;
  3. on 07.04 the testing phase with market participants was launched.

 

It is worth highlighting that the 20% of testing sessions ended in full decoupling is due to internal testing issues of certain parties in the first stage of the testing phase. Such issues, therefore, are not due to the reliability of the relevant MCO systems and procedures supporting 15 min products testing activities. Moreover, despite 15 min MTU constitute a significant challenge for MCO systems, all performance tests of the matching algorithm (Euphemia) have positively been completed showing quality of the results and the computational timings (i.e. “time to first solutions”) fulfil the criteria set in the master test plan. Last but not least, GME considers that any reference to IDAs scenario is completely misleading and inappropriate since all IDAs decouplings have been caused by local issues and the time allocated to IDA execution is less than the 25% of the overall time available for SDAC.

Based on the above considerations the full commitment to respect the obligations originally agreed by all NEMOs and all TSOs must be confirmed both with regard to the timeline of the testing with market participants and the Go-Live Date of 15 min MTU. Therefore, any deviation from the agreed timeline must be considered individual responsibility of the deviating entity.
